The achievement point shop was added to Dragon Nest NA with the 2014 Xmas update. I strongly recommend all players get a few characters to 15k points so they can use this to buy stamps. It is in saints haven - talk to Honest Ed NPC.

T5 Update: this has been removed from the game but apparently some characters can still access the shop to buy cheap stamps.
